Certain types of notifications for application forms can determine who to notify based on relationships to the Requested site and Requested department properties of the application.
In the example above, two people are designated as "Requested department notification contact". A notification subscription based on "notification relationship", triggered for an application with a Requested department of "DA's office", would be sent to these two people.
