A placeholder page is designed to be used for special things like permalinks and blocks which need to progress from one page to another. These pages can have as much content as any other page but aren't displayed by themselves, instead one region within the page is designated as the Region to use for content. 
In the example above, if the VSys Live site is set to use this page for permalinks, then when permalinks are displayed they'll be shown in this page with the permalink's content in the "Main body" region of the template.
