If VSys Live is configured to allow multiple languages, placing the Language Switch block on a page (probably the main page, or a template page) lets site visitors change the language that VSys uses.
Messages, instructions, texts, etc. that you have put into VSys Live aren't translated: VSys Live doesn't know how to do that. It does have all of its own content in multiple languages though, and will change those.
